Job Description
Basic Purpose
Assist the Senior Program Leader/Manager in the task of supporting staffing / recruitment / outreach efforts and coordinating the participation of the U.S. Government through the Department of State in non-safeguard programs of the International Atomic Energy Agency (IAEA). Responsibilities include proactively recruiting American citizens for IAEA regular posts; outreaching to suitable candidates; maintaining staffing website; giving presentations at professional meetings and universities and coordinating meetings on staffing. Responsibilities also include the development of appropriate procedures to process official requests for U.S. participation in various activities of the IAEA and to coordinate timely responses of such requests.
Responsibilities
Safety, Security, and Environmental Protection: All activities, as they apply to work performed by self or by personnel under supervision, will be executed in compliance with ES&H and security responsibilities established by Argonne National Laboratory's ES&H policies, Safeguards and Security policies, work rules, and safe practices.
Major functions Assists Argonne National Laboratory/Division of Educational Programs (ANL/DEP) and the Department of State with IAEA staffing efforts. These include proactively recruiting American citizens for IAEA regular posts; outreaching to suitable candidates; maintaining staffing website; giving presentations at professional meetings and universities; coordinating meetings on staffing. Acquires, organizes and distributes information regarding the IAEA non-safeguards and recruitment activities. Develops, organizes and maintains a central database and clearinghouse for information on non-safeguards and staffing activities of the IAEA, of potential interest to U.S. agencies and potential participants in the U.S. private sector. Establishes procedures for, and administers approved processes for receiving , registering, and distributing as appropriate, official requests for U.S. participation in various activities of the IAEA such as technical meetings and safety missions: maintains current information on the status of all such pending requests; coordinates timely responses to such requests; maintains an active interface with the U.S. Mission in Vienna on these issues; assists the Mission with procedures for its involvement in such requests. Assists State Department as requested in research and discussions related to IAEA activities. Assists the State Department chairperson of the International Nuclear Technology Liaison Office (INTLO) Committee in the preparation and distribution of meeting agenda, and meeting summaries: acts as Executive Secretariat to the INTLO Committee when requested. Assists State Department/US Mission in the preparation of staffing meetings via digital video conference (DVC) and distribution of the meeting minutes.

Job Requirements: Knowledge, Skills and Experience
Minimum Education/Experience Requirements: Bachelors Degree or equivalent training and 3-5 years of directly related experience. Experience of working in at least one of the following areas: International Relations, HR Management, Public Administration or Business with emphasis on recruitment at international level. Certain professions may require a Graduate Degree and some directly related experience.
Additional Requirements: Comprehensive experience with the personal computer and a variety of computer software applications and uses, such as Word, Excel, Access, and Publisher. Considerable: o communication skills via telephone, electronic mail, fax, cable, etc., both international and domestic. o writing skills. o skill at working with initiative under direction but with minimal supervision. o skills of tact, diplomacy and discretion, and proven ability to maintain confidentiality. o time-management skills. o knowledge of ANL and DEP policies and procedures or where such information can be obtained. Good: o knowledge of international development agencies and their operations. o knowledge of the IAEA non-safeguards departments and programs. o knowledge of the Department of State (DOS), the Department of Energy (DOE), the US Nuclear Regulatory Commission (US NRC) and their interactions with the IAEA. Some knowledge of science, with the ability to acquire an understanding of the terminology of applied nuclear science and technology.
