Job Description:
Develops methods/procedures to expedite construction work to meet schedules for programs. Performs staff inspections of construction activities of field offices; determines status of construction, reviewing technical requirements and policies. Directs the course of action to provide adequate facilities for the using services. Responsible for implementing, tracking, improving Business Quality Procedures. Serves as liaison on outside contacts with Area/Resident Engineer offices, contractors, suppliers, etc. Serves as consultant/technical adviser to the District Commander on construction matters. Provides support/developmental resources for contract and acquisition managers involved in construction operations. Qualifications: Specialized experience in coordinating issues and organizational aspects of various construction programs which encompasses a large percentage of resources. Skill in making final decisions regarding determining the required resources to devote to a particular program, especially when a significant poertionof the organization's budget is involved. Knowledge of the processes required to implement and improve the effectiveness of an organization. Knowledge of and skill in restructuring, reorienting, recasting immediate and long term goals, objectives, and plans in order to meet substantial changes in district goals and objectives.
