Experience:
03/1998–06/2004 Amtrak – Project Manager.
Involved with the program development and solicitation of capital funding for the maintenance facility. Managed scope, schedule and budget for $25,000,000 construction project (Amtrak maintenance facility), while maintaining the existing yard & existing maintenance facility operational. Work included construction of buildings and non-rail structures. Supervised 5 person Construction Management team, focusing on Quality Control, Quality Assurance and Project Controls; and 25-30 person general contractor/subcontractor staff. Project was delivered within schedule and within budget.

Participated in the program development and application for capital funds, for the station rehabilitation and its ancillary facilities’ rehabilitation/new construction. Managed scope, schedule and budget of $15,000,000 rehabilitation of the station building’s interior and exterior, as well as tracks and platforms & canopies (the key element of which was a new platform and canopy, with elevators, stairs, etc., for Sound Transit service) at Amtrak’s passenger facility in Seattle, WA. Work performed while maintaining operations intact. This assignment included managing a 3 person Construction Management team, including Quality Control, Quality Assurance and Project Controls; as well as a 10-12 person general contractor’s staff. Project was delivered on time and within budget.

7/1997 - 3/1998, Independent Consultant
Provided in-depth analysis of construction schedules for a $12,000,000 facility, to counter claims from general contractor. Saved the client approx. $1,500,000 in claims avoidance.

7/1994 - 3/1996, Canadian Pacific Railway - Cost & Scheduling Engineer
Developing & monitoring the departmental annual capital budget, as well as budget monitoring & schedule monitoring for the department’s major construction projects (ranging from $500,000 to $6,000,000).

6/1991 - 6/1994, Canadian Pacific Railway - Project Manager
Managed scope, schedule and budget for construction of a third main track adjacent to two main tracks with minimal disruption to operations. Value $14,000,000.

8/1988 - 5/1991, Canadian Pacific Railway - Engineer of Plant Rationalization
Developed program plans for the capital and maintenance forecasts for certain subdivisions, to ascertain their economic viability.

8/1981 - 7/1988, Canadian Pacific Railway - Division Engineer
